What is the shortest exposure time my STX 16803 camera will do?
    Prepping for Bias exposures.

    0.1s if I recall correctly.

On the same topic, what is the fastest shutter speed I can use for sky flats?

It's the same answer. Because it is a full frame CCD, not an interline CCD, it requires a mechanical shutter to cover the sensor while it is being flushed of charge.
    So that's 0.1 seconds

Thanks Colin, that makes the ability far better as I've had it set to 1 second. Ten times faster means more sky flats.
