I'm not a software guy but... the camera isn't capable of changing the cooling setpoint.
If the cable is correct then it's likely the IC, U2, on the digital board (the one that the power and USB plug in to).

I don't know. All I know is that when a camera gets bricked due to an interruption of a firmware update, it can be reprogrammed with STXUtils....
It's not a failure in that something broke, it's the "brick" that happens when a firmware update gets interrupted.
